Why Owners and Operators Should Require True Third-Party Playground Inspections

Updated: Jun 25

When it comes to building or renovating a playground, safety is not something to assume—it's something that must be verified. While some contractors provide their own "final inspection," relying on the same party that installed the equipment to assess its safety poses a clear conflict of interest. This is why requiring a true third-party inspection—completely independent and owner-selected—is not just best practice, it’s essential.

1. Unbiased Verification—Free from Influence

A third-party inspector should have zero affiliation with the playground's manufacturer, designer, or installer. This independence ensures that their assessment is based solely on conformance to applicable standards such as ASTM F1487, CPSC guidelines, not on protecting any financial or contractual interests. A truly neutral inspector is better positioned to identify overlooked hazards, installation errors, etc.

2. Owner-Controlled Oversight Protects Against Liability

When owners or operators choose their own qualified third-party—such as a Certified Playground Safety Inspector (CPSI)—they maintain oversight over the final safety validation. This independent layer of scrutiny is an important component of due diligence. It helps ensure that documentation of compliance reflects the true condition of the site and isn’t influenced by the parties who stand to benefit from a swift project sign off.

3. A Preventative Measure in Risk Management

Routine and commissioning inspections by a qualified, independent third-party contribute to long-term safety and maintenance planning. As outlined in both the CPSC Handbook and NRPA's "Daily Dozen" checklist, playground inspections are a key part of a comprehensive risk reduction strategy.

Bottom Line: A third-party inspection is only as valuable as its independence. Owners and operators should require inspections by professionals with no ties whatsoever to the manufacturing or installation of the playground. This proactive approach strengthens documentation, enhances transparency, and demonstrates a clear commitment to hazard-free play environments where children can explore, take risks, and thrive.
